Why it can happen

In Venezuela, internet providers block news sites on government orders. Unblocking began in September 2026: on the 26th, VE sin Filtro counted 66 domains unblocked on at least one provider, but 149 were still restricted, including NTN24 and Armando.info. Not every provider unblocks the same sites: what opens on one may still be closed on another.[1][14]

CANTV, the state-owned provider, blocks in several ways at once: through DNS (the internet's "phone book"), by IP address and by the site's name. That is why a trick that works on Movistar or Inter may fail on CANTV, and the other way around.[2][7]

VE sin Filtro's advice: keep at least one VPN installed and tested on your phone before you need it. If you can read this page today, now is the best time.[2]

Four ways in

  1. 1. Psiphon: the easiest

A free app that tunnels your connection to a server outside the country. It is the one VE sin Filtro recommends most for Venezuela.[2][3][5]

    How to use it

    1. Install it from Google Play or the App Store (search for "Psiphon", by Psiphon Inc.).
    2. Open it and tap the button to connect. Once it says it is connected, open cabudare.com as usual.
    3. If Psiphon's website or the store will not open, email get@psiphon3.com and they will reply with the installer.

    What it does not do

The government blocks VPNs too: in January 2025 VE sin Filtro reported blocks on 21 services, Psiphon among them. If one does not connect, try another from this list.

  2. 2. A well-known VPN

A VPN encrypts your connection and routes it through another country. Besides Psiphon, VE sin Filtro recommends TunnelBear and Proton VPN.[4][6]

    How to use it

    1. Download it only from your phone's official store or the maker's website.
    2. Connect to a server outside Venezuela and open cabudare.com.
    3. Avoid free VPNs you do not know: many make money by selling your data or showing you ads, and some are malware.

    What it does not do

A VPN does not make you anonymous: the VPN company can see which sites you visit, and your provider can see that you use a VPN. Pick one that publishes its privacy policy.

  3. 3. Tor Browser: when nothing else works

A free browser that gets around most blocks (by DNS, by IP or by site name) and better protects your identity. It is slower.[2][3][8][9]

    How to use it

    1. Download it only from torproject.org. If that will not open, ask @gettor_bot on Telegram for the installer, or email gettor@torproject.org with the subject "android", "windows", "macos" or "linux".
    2. When it opens, tap "Connect". If Tor is blocked, Connection Assist tries a "bridge" (Snowflake or another) on its own.
    3. If it still will not connect, ask @GetBridgesBot on Telegram for WebTunnel or obfs4 bridges.

    What it does not do

Whoever watches your network can see that you use Tor, though not what you read. There have been attempts to block Tor in Venezuela since 2018; it almost always connects in the end, but it can take a while.

  4. 4. Changing DNS: quick, but not always enough

If the block is DNS-only, using another company's DNS instead of your provider's is enough. On Android it takes a minute with "Private DNS", which is also encrypted.[3][4][7][10]

    How to use it

    1. On Android: Settings › Network & internet › Private DNS › "Private DNS provider hostname" and type one of the names in the table.
    2. On an iPhone or a computer: change the Wi-Fi network's DNS to one of the addresses in the table.
    3. If the page still will not open, the block is not DNS-only: use Psiphon, a VPN or Tor.
    Public DNS
    CompanyPrivate DNS (Android)Addresses (iPhone, computer)
    Cloudflareone.one.one.one1.1.1.1 · 1.0.0.1
    Googledns.google8.8.8.8 · 8.8.4.4
    Quad9dns.quad9.net9.9.9.9 · 149.112.112.112

    What it does not do

CANTV also blocks by IP and by site name, and changing DNS does not get around those. And in January 2025 CANTV blocked the most popular public DNS servers for a few hours. DNS does not hide what you do.

These channels do not depend on cabudare.com opening in your browser. A news reader or podcast app usually fetches them from its own servers, outside the country.

How you can help: test it with OONI Probe

OONI Probe is a free app that measures whether a site is blocked on your network and publishes the result as open data. Every measurement from Venezuela helps us know whether we are being blocked, where and how, and report it with evidence.[11][12][13]

  1. Install OONI Probe from ooni.org, Google Play or the App Store.
  2. Tap the "Websites" card, then "Choose websites", type https://cabudare.com/ and tap "Test URLs".
  3. Let it finish. The result is published automatically on OONI Explorer.

Read OONI's risks page first: your provider can see that you use OONI Probe and the results are public. If you work on something sensitive, think twice.

Your safety first

Do not take unnecessary risks. No tool is foolproof: whoever controls your network may notice that you use a VPN or Tor, and not every tool that promises privacy delivers it.[7]

Download only from the official store or the maker's website. A link that arrives on WhatsApp or an unknown "free VPN" can be a trap.[6][7]
